Business in Kyrgyzstan for Russians: Set Up an IP in 3 Working Days

What Russians need to register as a sole proprietor (IP) or set up an LLC (OsOO) in Kyrgyzstan in 2026: documents, timeframes, taxes and mistakes. Plus a ready-made option: buying a running business instead of starting from scratch.

Short answer. A Russian citizen can register as a sole proprietor (IP) in Kyrgyzstan. You need an international passport with a notarised translation, a PIN (personal identification number) and a registration slip showing your temporary address. The tax office issues the certificate within three working days of the application; the time needed to obtain the PIN and the slip and to translate the passport is not included in that period. A company, an LLC (OsOO), is registered through the Ministry of Justice within up to three working days, and the law sets no minimum capital. The main things to work out in advance are where you will be a tax resident and which regime suits your business.

Why Russians are looking at Kyrgyzstan

There is a downside too: inflation of 10.8% against a target of 5–7%, a small domestic market and the need to get to grips with local rules on cash registers and reporting.

The timeframes and fee for an LLC (OsOO) are given for founders who are citizens of Kyrgyzstan. For a foreign founder, the set of documents and the procedure may differ. Check the procedure with the Ministry of Justice before filing.

How a Russian citizen can register as a sole proprietor (IP): 5 steps

  1. Get a registration slip showing your temporary address. It is issued by a Public Service Centre (TsON).
  2. Get a PIN (personal identification number) at the TsON. This is your tax number in Kyrgyzstan.
  3. Get a notarised translation of your passport into Kyrgyz or Russian.
  4. Submit your application to the tax office where you are staying, or online through the Taxpayer's Account.
  5. Choose a regime: single tax, patent or general regime. Your choice determines how much you pay and how.

The list of documents and the timeframe are set out in the Economist.kg guide, updated in August 2026. Before you go, check the list with your TsON and tax office: requirements change.

Which taxes to pay

The single tax usually suits a small business. A sole proprietor (IP) with revenue of up to 15 million som can use the 0% rate if they sell to the public, use a cash register and meet the other conditions. Trade with revenue of up to 50 million som pays 0.5%, but this rate does not apply to importers and exporters. Keep this in mind if you plan to bring in goods from Russia.

Three questions to settle before you register

Where you are a tax resident. If you remain a Russian tax resident, income from a business in Kyrgyzstan may have to be declared in Russia. Check this with a tax adviser.

Whether you need a work permit. Citizens of EAEU countries can work under an employment contract without a permit. If you will work as a sole proprietor (IP), check the rules with the migration service.

How you will receive money. You need a bank account for non-cash payments. Banks decide for themselves which documents to request from a foreign client, so allow time for this.

Starting from scratch or buying a running business

Registration takes days, but finding premises, staff and customers can take months. That is why many people look at running businesses. As of 7 November 2026, InvestHub had 285 listings of businesses for sale. In food service, the typical price in listings is 250,000–520,000 som. These are the prices sellers are asking; the final price is settled by negotiation.

Browse businesses for sale in Bishkek, in Osh and franchises. Before buying, check the finances and documents, with a lawyer and an accountant if needed.
