Kyrgyzstan Taxes 2026: How to Legally Pay 0% and Not Overpay

2026 rates in one table: 0% for small sole proprietors (IP), 0.5% for trade, 10% on profits, 12% VAT. What has changed, who qualifies for the zero rate and where people most often go wrong.

Short answer. In Kyrgyzstan, a business chooses between the general regime and the simplified regime. On the general regime you pay 10% profit tax, 12% VAT and a sales tax of 1% to 3%. On the simplified regime you pay a single tax on revenue instead: from 0% to 8%, depending on the type of activity. A sole proprietor (IP) with revenue of up to 15 million som over 12 months can legally pay 0% if the conditions are met. Income tax on employees' pay and social insurance contributions are due under any regime.

The main trap for people coming from Russia or Kazakhstan: VAT in Kyrgyzstan has no threshold. On the general regime you become a VAT payer from the date of registration, even if your turnover is small.

Single tax: 2026 rates

Type of activitySingle tax rate
Sole proprietor (IP), services or trade for the public, revenue up to 15 million som0% if the conditions are met
Trade with revenue up to 50 million som, except import, export and distribution0.5%
Garment and textile manufacturing0% from 1 August to 31 December 2026
Sales through marketplaces in EAEU countries0% from 1 August to 31 December 2026
New-build property, sale of residential and non-residential premises4%
Saunas and bathhouses5%
Lotteries and billiards8%
Food service3–5%: by some accounts 5% in Bishkek and Osh and 3% in the regions, by others 3% everywhere. Check with the tax office
Services3% at the base rate, or 6% for cash and 4% for non-cash payments: sources differ. Check with the tax office

The new rates are part of a law signed on 6 August 2026. If you carry on several types of activity, the tax is calculated separately for each one.

Who qualifies for the 0% rate

The Tax Service has reminded taxpayers of the conditions several times. To pay 0%, you must:

  • be a sole proprietor (IP) on the single tax;
  • have revenue of no more than 15 million som over the last 12 consecutive months;
  • sell to the public, not to companies;
  • issue receipts through a cash register;
  • operate from a single location, with no imports or exports;
  • have no employees, or no more than two if you are in trade.

The zero applies only to the single tax. Social insurance contributions for yourself and your employees still have to be paid.

Patent or sole proprietor (IP): which to choose

A patent suits you if you personally provide services from the approved list: hairdresser, photographer, tutor, repair technician. If your client is a company, you cannot use a patent: you need to be a sole proprietor (IP). Selling through social media, software development and SMM also require sole proprietor (IP) status.

Since 2026, the patent has been split into trade and services. For services, the revenue limit is 8 million som over 12 months.

What changed in 2026

  • Social insurance contributions for most small businesses were cut from 17.25% to 12.25%.
  • The transport tax was abolished.
  • The threshold for the 0.5% rate for trade was raised from 30 to 50 million som.
  • High Technology Park residents received a permanent preferential regime.
  • The deadline for paying social insurance contributions was moved to the 20th of the month.

What it means in money: an example

You sell goods to the public, with revenue of 40 million som a year and no imports. On the single tax at 0.5%, the tax comes to 200,000 som a year. Income tax and contributions for employees are calculated separately.

On the general regime, the same revenue would mean paying VAT, sales tax and profit tax. For low-margin trade the difference is usually very noticeable, so it is worth working out the regime before you register.
